Cog friends
Yes, you can ask a cog to be your friend. Even though he will say "No" I think it is still kind of cool. Heres how you do it. First you go to the top right corner of your screen and click on the friends circle. Then you go to the little circle that says click on a toon to make friends with it. Click on that and then click on the cog. It will ask him to be your friend.
