Well, it is rare, but not odd. I've even seen a 5 story in Toontown Central! Too bad the 23 laffer went back sad. It's hard though when they want to hit. I try to tell them "You should pass" while I lure usually. Sometimes they understand the reasoning (which is so that you can hit at the same time), sometimes they don't. Oh, well.

Never hurts to bring a friend along with you on such a task or at least 'lure' a couple <25 LP toons into the building with you.
Also, looking back at it... do you wonder what would have happened if you had fought the cogs and not tooned up the other toon? I sometimes think I had battled as usual and taken the cogs down fast they might not have attacked the other toon as much or that if I had taken one or two of the cogs out there would have been fewer cogs to attack the other toon. But as BS stated, it's also good to find a low LP toon you can work with. Take a battle or two on the streets to see if they'll take direction from you. Their over-zealous attacks create more problems for you when you're in a building. One of the tips in-game states that cogs are more likely to attack the toon causing them the most damage... one toon using toonup (causing no damage) and one toon attacking, who's gonna take the brunt of the cog's attacks? Gotta find toons that understand, "You should pass" doesn't mean they won't get to help... it means, if you wanna live, cooperate! "Let's work together" is another speedchat that alot of them don't understand. And fewer understand the combination, "Let's work together" and "You should pass". Once again, test 'em in the streets first... make sure they'll work WITH you instead of AGAINST you. Wetrat

I just ran into a level 9 in Donalds Dock....and quite a few 8's in there too.
For my toon it's fine but back when she was a 30 laffer that might have been a bit daunting for sure. I thought about soloing it for a minute, while waiting for help, I figured if I can solo a 3 story in Dreamland surely I could do a 4 in DD. Thank goodness I waited, my lure failed a couple of times so I would have gotten whomped in there alone.

Sometimes right after an invasion buildings can be higher (or lower) than what is normal for that street. A while back I saw a 4 floor on a toontowncentral street that started with a 9 on the first floor. I wonder how many 16 laffers were sent back to the playground from that one ooo!
