What is this?
Whenever I'm about to win a race and there is a car right behind me it says "Photo Finish". Whenever it says that I am always behind the person that was in the photo finish with me. Why does this always heppen to me when it says that?

It's because you're laggy, just because it shows you in front of the Toon, it doesn't mean you are.

TT's racing doesn't go by how far ahead you were of the person. It goes by the time. Even if someone is (somehow) FAR behind you, but has a better time, they'll still win.
...Or you could've just been lagging.
