Seaweed Street (Donald's Dock) is full of Tightwads, as are Baritone Boulevard and Alto Avenue (Minnie's Melodyland). If you're on a free-account, your best bet is Punchline Place.

The trick is to run to the end of the street, killing Tightwads as you go, then switch districts at the end (without crossing into the new Neighborhood). That will take you back to the Playground, and you start over from there in the new district. It will help if you have Cog radar to get an advance look at the Tightwad availability on the street.
