Haven't been fishing in a while but
noticed today that the perspective has changed. Is this a recent change?

Not that I believe so. I could just be the pond you were at or some type of bug type glitch.

It was weird because not just the toon and fishing rod moved, the whole screen moved (when you cast) with the fish circles always staying at the top of the screen.

One time that happened to me too, but I went into the fishing spot from the water, not the other side of the spot.
