Toon up. Because it can come in handy in almost all situations. Also, you'll be given another chance to pick lure later on if you don't pick it now.

I think tu. I would hesitate to do a large building alone with a toon without tu, especially on my noob helper. She has lvl 5 tu.

Three things. First, thanks for all your brilliant ideas and thoughts. I might pick Lure, but the polls are high for Toon-Up. Two: Its a he... not a her. Three: I'm in the Brrrgh so I can't choose another track later.

Toon-up is great because it Helps other toons!
But, Lure is the main reason my toon can conquer buildings all by herself, great for when no one else it one. I can even do short run factories by myself and almost everyone has toon-up.

All in all I'd choose Lure....
