Making A Runescape Clan

I am currently making a clan in Runescape, it's just forming so it has no members yet, or a name. The requirments are easy to get to:

Reqirements
1.Must be lvl 10 or higher
2.Must have a Runescape account
3.Must be 5 in attack and strenth

The unneeded, but helpful requirements.
1.Lvl 30 in all
