Yes
For Example Sitting on chairs laying on beds calling toons on the phone ect.

All I really want to do is send other toons packages with gags, catalog items, or stuff that will come in the future, and also letters checked by the toon council first, and if it is rejected the sender does not get the stamp price refunded.

If only it were true. But Disney thinks that if we had that kind of interaction, every single player of Toontown would get thrown off course if you know what I mean. Like, then we would do the interactions more than the battling of the cogs. This would get far from the point of the game and it's plot.
