Be more specific
I think you should be more specific. I think there are different answers depending on what you are doing in the Cog Headquarters.
I think any laff can be there looking around or fighting cogs in the street. It is a great place to take care of those Sellbot-related tasks. I waited until my second toon was 50 LP to do the factory and 80 LP for the VP...and I had 4 level 6 gags.

It has to be 80+ since it'll help the larger laff and their problems. I know it'll help me a whole bunch any how. why do the lower laff even come to HQ? It always makes me wonder.
