Laff boost?

Ok, this might seem like a dumb question but this is my first time actually brining a toon through boss battles and stuff. SO my question is, when you max cash or boss or whatever do you get a laff boost? And if you do, do you get a boost after you max everything or after each maxed one? Sorry if this sounds really dumb!!

You get 5 laff boosts from each HQ. One once you reach each of the following level's - 15, 20, 30, 40 and 50.
