How do i join a public clan

How do i join a public clan and make people join? if they join it will say that they are not a member of any public group

Thats not what the group thing is. Public groups are if you look in user cp (button with safe), you will see a link that says groups near the bottom of the list on the left side. This is where you can join groups. MY questoin is how to make one.
