Skipping Cash HQ?

I was in a CEO a few days ago and noticed that when we were dancing, there was a toon who didn't have Cash. She had Sell, Law, and Boss but not Cash.. Is it possable to skip cash?
I thought that Cash was manditory, can you really just "Skip" it while bypassing all the tasks?

You cannot skip making your Cashbot suit. Perhaps that toon is a Dev?

If your toon is older and reached 100 before cash HQ was released, you will be forced into law suit tasks and then boss suit tasks before cash hq tasks.
