i noticed that when i wanted to complete a task faster i used a leval 3 pie on a leval 1 and it dodged it is this weird or what?

It's not a bug.

No matter what gag you use and what level against which cog/cog level, there is ALWAYS a chance of missing and the cog dodging. Although it becomes more rare if your gag level greatly exceeds the cog level, there is still a chance.

Here is a list that tells the chance that the gag will miss:

Toon-up: Can't Miss
Lure: 50%
Sound: 25%
Trap: Can't miss
Throw: 25%
Squert: 50%
Drop: 75%

Toon up can"miss" lets say you used lip stick on a toon that had lost 30 laff points
if it misses it wont give all the currect 30 laff points and it will only give six laff points and you will not get and points for this

And if you and another toon use a trap on the same cog it doesn't give credit because they "poof" and don't get used. that's kinda a "miss".
