Can't update, nor download toontown

Here goes,
I came back to Toontown due to the release of Bossbot HQ, however first the website would barley work and then when I got to the update page the seltzer bottle refused to appear and all I could see was the picture of all the toons that appears before it. I have tried waiting for 30 minutes at this page, refreshing it, restarting the computer etc.
I also tried downgrading to Internet Explorer 6, but to no avail. ActiveX controls are enabled, and I have no clue why it isn't working T.T
I can't use the Vista installer because I live in the UK and it doesn't work.
I am running XP btw.
Help would be appreciated.
Edit: I have also tried uninstalling toontown, but now I can't even download it...
Edit 2: I don't know if it helps but it's saying Error on page at the bottom aswell...

When you say ActiveX controls are enabled....double check and make sure that Unsigned ActiveX controls are not disabled. The ActiveX control that Disney uses for Toontown is not verified, and for some reason you won't get an error message. It will behave much as you are describing. I usually set mine to 'prompt' and it seems to fix the problem for me.

Let me get you the launcher I found on the site. It'll take me a second but I will edit my post and you'll be able to get on. I had the same problem and now I use this launcher.

EDIT: Here you go. Take this link and click on the "Open" link. It'll download in about a minute and you will be able to play within 10 =]. Links to get the New Toontown launcher (open and test)
