They are called screenshots and you take them by hitting the F9 key. They can be found in your game folder which should be:

C:\Program Files\Disney\Disney Online\Toontown

The files will have a name something like:

screenshot-Wed-Nov-30-19-36-21-2005-8263.jpg

Which is the date you took it along with a series of numbers.
