Sometimes buildings do that becuase of more than 1 cog entering the building before it falls - i've seen it.

At the same time, same steps, same place as the other, 2 cogs walk in at the same time, and then take over the building. They were both bossbots, so it made a bossbot building, but for some reason, the elevator was GONE!

I saw with my own eyes...
They won't go away until another update comes or toontown refreshes the game.

I've seen it, too. I called my friends but they couldn't seem to see it. They walked up to it and vanished like they had gone in the elevator! And when I walked through it they didn't follow, but teleported to me.
