it said no thank you does anyone know why i can even ask them?

Um you cant be friends with a cog. Thay are computer. the person who makes toontown programed the cog to say no

It doesn't say "friends" when you click on a cog so how do you ask them?

lol yea you can ask them. what you do is open your friends list and there's a "New Friend" button on the top left and a message will pop up "Click on the toon you want to be friends with" and from there you can click on a cog and ask to be friends XD their response is either "no thank you" or it has too many friends hehehe.

It be funny if they said yes, you would get a purple box message "Sorry, your friend Penny Pincher just died." when someone killed them lol
