Swimming in VP???? Wow!
This was probably the strangest thing I have ever seen in TT!
This cat was swimming in the air during the break between first and second round of cogs in VP. She was all over the place and she even went underground. You can start to see it in the last picture!  Coolest thing ever!

I know someone who did this a while ago. In order for it to work you have to download a file from the internet and make alterations in a certain file in the Toontown folder. Anything that involves making changes to the code/a file constitutes as hacking. Swimming in the air doesn't seem so bad, but with the alterations people can also use it to glitch through the entire factory straight to the foreman.
Glitching is purely taking advantage of in-game bugs, whereas this is hacking. Disney did take measures against this particular hack and a few people were perma banned for using it. It would appear that new code has been written to make this possible once again.
