It seems not. There have been a number if folks who were frantic a while ago, when the international payment wasn't working. As far as I know, everyone managed to sign up before their free toons were deleted.

No, my cousin signed up, and she still had her toon. This was after her trial had expired too.
EDIT: No was for Anarchy! I'm late as usual...
