Hmmm, are your sure your internet connect in stable and not fluctuating.
Toontown and other online games are most sensitive to any slight loss of connection, even a tiny split second that other things don't always pick up. There no buffer allowance so one tiny loss and 'connection lost' This of course may not be your problem, but from description i can't seem to think of anything else. There probs is testing software that can test internet connection and any loss there maybe, try running another online game if you have and try streaming music from a radio site, and see if you have buffering probs due to connection there, if these are fine then it back to TT. Then i would suggest going to Disney and telling them your problems and mentioning you've tested your connection and its fine. Also worth noting: For the tech peeps here to help they will need more info on your system ,the processor, graphics, ram and especially type of connection and company, and wether u are connecting though WIFI as this can need tweaking aswell. Well firstly thats a Toontown auto responder they always ask u to update graphics card, direct_x before anything.
Your card which comes with dell 4700 unless u asked for better, is a intergrated 64meg INTEL GMA 900 (onboard part of intel 915g intel chip set), 64meg cards are bare minimum for TT and intergrated card suffer even more, altho your ram is adequate and processor is above specs. I still don't see this as your problem though. At least not for just getting playing, maybe in VP CFO and LAW battles this may be problematic, but not for just logging on. You could try searching for them through intels site www.intel.com or doing a search for the Intel gma 900 graphics card updated drivers, or intel 915g chipset updated drivers, but im not sure how much that would help. I would however recommend a minimum 128meg graphics card like a radeon 9600 or above, but this is not always an option because of costs :- from £46 UK, and around $60 US for cheapest ones, its not always an option. But would spare u from possible problems later on when in these more intensive graphical battles. But as for your current problem i still steer to it being internet related, and if use WIFI connection from computer to your phone out then that being also a possibility (in the WIFI case, try moving computer temporarily closer to WIFI receiver, and even using a cable direct, to test this as problem).
