I noticed this trend on test. I believe the gags are rewarded directly in proportion to the amount of cog golf puzzles you solve. I think a few of us sent reports in to Disney and suggested all toons get rewarded with the same gags no matter how many puzzles they do or don't solve. The gag rewards do not promote teamwork as they are and make the back 9 course even harder on toons who have problems with the puzzles.
Maybe if enough toons from open send in reports suggesting they change the rewards system they may actually change it.

From what I have noticed, it seems that it picks a gag track to award you in, and then gives you the highest gag you have an opening in. I thought I was getting gags for every puzzle finished (if I finished it or someone else did). Will look at it more when I get back in there.

Seconding what Mel said above....
My impression from Test is that the type of gag is generated at random (throw, lure, etc.), but the level gag you receive reflects the highest level gag for which you have space. Some gag types do seem more popular than others---on Test, I seemed to get an awful lot of lure and toonup. But my Test toon doesn't have drop, so I don't yet know if drop is available or not. Last night, I did a few golf course runs with a SF and we shared the final gag that we earned at the end of the cogball rounds. Each of us earned at least one level 6 gag last night: I got a TNT, and she got a foghorn. So level 6 gags are definitely possible. Violet B.

I've found, that whatever battle I've done before I play the cog game, whatever gag I use, it rewards me that first. Then again, it could be totally random, but I've found that if I used a fog horn in the battle before, I get that first when playing Cog Ball. Then, after that, it just rewards me another gag, if the slot is open.

I still have no idea how it happened. Luck of the draw, I guess. I got a flame over my head and when I checked my gags (which had been heavily used at that point) I noticed they were all there. I've seen someone else get a flame, but they weren't a TF. I couldn't ask.
