It's a glitch, lol. Too funny. I discovered it yesterday by accident but not sure if I can reproduce it. Heres how I did it;

got of the pier while fishing (not sure how) cast a line in the water then hopped back on the dock. Then cast another line and I had 2 there. The first seems to be just a ghost cause it doesn't catch any fish and when you recast it remains.
