Can't turn in 21st bucket?

Is it just me, or can you not turn in your twenty-first bucket at one pond? This is really baffling me, as no one is at Fisherman Frizzy, yet she won't let me turn in my fishies. Is this a feature, or am I just crazy? Thanks!

That's been happening a lot lately to me, accept with the gag shop clerks.
Probably just a lag type thing going on.
