Second of all, A lvl 12 cog is the highest lvl cog, a lvl 9 is not really special.
the lvl of cogs are level 1-12.

ok dude there right LBHQ is not coming for a long time it might come in april cuz i got a E-mail saying LBHQ is not coming next month there is 3 things that do not say LBHQ coming next month (its a news letter well a E-mail one) so its should be on test next month but thats just me

^^; Heh, you see no matter where you are there is a max leel for cogs in a building on each street. Somtimes you can see a donalds dock building with level 2's (lowest) and somtimes it can go as high as level 9. It all depends on how strong the building is. This is only aparant when you enter the building.

So as everyone is saying it isn't anything to do with lawbot hq but give the guy a break. Might just not of know that, as i'm sure someone said before. We're all new and un aware of some things at one point. ;3

The only possible place for LB HQ (right now) is from the brrg. Look at the map, the HQs are going in a circle around the map.
