No, they won't help at all, unless you find watching them entertaining.

Toons hit is useless, but cogs miss could be important when you solo. Just use it when a whole set of cogs is about to become unlured.

Doc is right, they (both the Toons Hit and the Cogs Miss)'ll be completely useless. All the Cogs Miss will do is buy you an extra turn, but you will be in the exact same situation as before you used it...except that any still-lured cogs will be one turn closer to being otherwise. The Toons Hit won't even do that much.
