Each time...
You successfully defeat the foreman in the Sellbot HQ factory you receive one cog suit part for your sellbot suit. After 10 successful runs, you have your entire suit at which point you then need to earn merits to achieve your "promotion". Merits can be earned by defeating any Sellbot cog, anywhere. Hope that helps.
