Yes, test is great! Everyone is great there...

...bacause there's almost no one there. Sorry for the sarcasm, but test is not great. Firstly, there is hardly anyone on it. I've always had trouble trying to get a group together to something, anything, but alas, no one around. Secondly, I would suggest getting into the smaller districts. I'm a "voyager" of smaller not-so-populated districts and I've never really had a problem. You see, larger more populated districts tend to have more diverse people. More nice people, more griefers, more cogs, more lag. When you go to a smaller district, it tends to be more quiet and polite.

So remember children, district hopping is your friend. Your cute, fuzzy and soft friend whom is easy to cuddle up to.

EDIT: Actually, test kinda stinks now. There's no more "supah meritu chargeteru" anymore. Merits are very scarse and is more difficult to do a decent VP without hunting down many factories.
