I just realized something. The reason why the people who made toontown decided to put the cashbot hq near DDL is because they want everyone to do the toontasks. Any who want to be the best or want a challange has to complete those toontasks so that they can get parts or laff points. Those people planned this so that everyone could become toons with 100+ laff points. Does anyone agree with me on this?

I think it's fairly safe to say that anyone in TB or another such place as no idea that $HQ requires Donald's Dreamland tasks for parts, unless they've tried entering the CFO.
$HQ certainly isn't limited to high laffers. I've seen just as many, if not more, 15-70 laffers in there as I have higher.
