Truth behind the Cog HQ Manholes?

Actually, this either proves the truth that there either is no big secret, or that it is so Top Secret that Chat Support knows nothing about it. And for everyone that says "Well they can't get told anything about it" or something like that, usually if it's something in the near future they know something but not all the details. Like I am sure they knew that pets were coming out on Toontown awhile back, but not the whole Doodle part. Of course they might lose their job if they told anyone anything. In my "interview" I was persistent, and asked one or two extra questions. Here is my Chat with Toontown Live Chat Support:

Just for fun, I'll post a little conversation that I had the day they appeared:

My Friend: Did you see the new manhole covers?
Me: Not yet, where are they?
My Friend: Conveniently near where we'd like to be in every boss playground.
Me: Oh wow! Do you think someday they will give us a way to tp quickly and stop this long run?
My Friend: Want to know what's down there?
Me: I sure do!
My Friend: I glitched it, and it's a very dark tunnel.
Me: Tell me more!
My Friend: I was blocked from going all the way, it said I had to complete the task for a flashlight first.
Me: I want to see that! How did you glitch it?
My Friend: Stand on top of the manhole, push the down arrow, and quickly hit F4.
Me: It's not working, tell me again.
My Friend: Are you holding the alt key? Did I forget that part?
Me: You stinker!
He got me good, and it wasn't even April Fools day, lol.
