They are probably vacumn tubes from the old computers. Vacumn tubes were the earlier transistors of a computer. In toontown the bulb-like things look really close to those tubes.

Skelecogs tubes are not green, they are transparent.

They are part of his head(above his mouth), so not there to hold head up.

They are electronic circuit tubes, like what used to be in radios and tv's. Since they are located where they are, you might consider them his control center(brain.) Tubes gave way to transistors, which gave way to silcon chips.
