I wouldn't say all that rare. I got one the other day and all, and from looking at some victory reports for the TCB CFO Marathon, it seems like they were common. Either way, if you got one, I'd say it's an awesome find!

If you CFO enough, you will see that they aren't all that rare. It's hard to say the percentage exactly, but you have the same number of chances of getting a max tu than any other unite. Just keep searching.
