It should be in AA, except it's weird the tiny sign doesn't look like normal HQ signs.
(I was around when Polar Place was closed, and it was a creepier sign that was something like "Warning! Cog HQ under construction!" or something like that)

I just now thought that maybe they didn't put the "Warning! Cog HQ!" thing because then they couldn't have that 'search' thing to delay Bossbot HQ coming out. You would already know that it would be in Acorn Acres and they would have no excuse for BBHQ taking a lot of time or even them not working on it. (Maybe they are...)
