there to gain access to HQ itself, you get the disquise/suite in the factory and put it on to get inside HQ and fight the VP.

The parts are to get you through the doors to the building with the vp. Then there also merits that will let you onto the elevator to actually fight the vp. You will wear the suit as long as you are in the lobby...however once you get on the elevator and meet the vp you lose a few parts and are forced to get more, it doesn't matter if you win or lose. The lobby does make for a great photo time, especially watching the elevator dance.
