This is yet another example of how this has to be the worst documented game in history. How long would it take for the programmers to write up a short description of each new area/feature as they perfect it?

Yes, I have lots of questions on the SOS cards. Like how many can you get? I now have two of the same card (says 2 remaining) but can I only get a total of 6 different cards?
I had someone use a restock lure card and it didn't give me any lures! That stinks! You go through all the trouble of getting cog pieces, the elevator dance, hope you all survive with out disco or go sad in the many battles, not get full credit for all the gags you use or the cogs you kill and then later pull out the card you got for your trouble and it doesn't work!?!?!? That stinks!

Yeah there's still lots of bugs that need to be worked out concerning this.

Kiss and Sparkle SOS toons are not Toonup, the Kiss is a Restock gag SOS and the sparkle is a gaurunteed hit SOS card.

I beleive that the stars at the bottom of the cards are a degree of accuracy. The more stars the better the chance of working.
I also think that it is a bug when the restocking cards do not actually restock.

The stars may have to do with accuracy but they also have to do with degree of damage or amount of gags received. I'm not sure exactly how it breaks down but you can drop a 4-star SOS and only get 60 damage pianos, same with sound; trunk instead of fog. Same goes for trap, tnt vs. trap door. I dropped a high star SOS on unlured cogs and it missed. I've seen pianos drop on lured cogs and hit. I've used re-stock for a gag I didn't have and got nothing in return. I've thought I was restocking toonup but got a toonup and visa versa--thought I was going to give a toonup and got gags. The cards change order in your book when you use them in the game so it's important to make sure you are choosing the SOS card you want.
I don't know how many of one shopkeeper you can get (I've only had 3 of a kind) but when you rescue a shopkeeper you already have in your book, it adds another "use" by telling you "2 left", etc. It helps if you can communicate your intentions to your team before you use the SOS card. One more thing, I've seen the toonup used and then in the next play lost all the laff that was gained. This happens a lot both with regular toonup and without. I've attached a copy of my SOS books just to give you some references. Bottom line: Use them for fun. They are too unreliable to use in emergency situations. LOL

The stars are an indication of the gags power. Example: 3 star drop does 50 damage and a 5 star drop does 170 damage. With lure the higher the stars the longer it lasts. With restock I havent figured that one out yet
no matter what level i have used it always restocks the highest level of the gag and plenty more.

SOS cards that haven't worked
So far I've had the following SOS cards fail:
Restock Toon-Up Restock Lure Drop The only one I've used that has worked is trap.

Ok, this morning I submitted a question to Disney which I was told to look in the FAQ's and also to enter a search query for SOS & for stars....sigh. The query for SOS gave me nothing but how to call a friend. The stars talked about stars above a toon's head. Anyway, I re-submitted the questions about the SOS cards & FINALLY got someone who gave me this answer:
~~~~~~~~~~~~~~~~~~~~~~~~~~~~~ Thank you for your e-mail. 1. SOS drop cards are supposed to work 100% of the time. If you should encounter one that doesn't work, please submit a bug report with a screen report attached so we can look into this for you further. 2. The stars at the bottom of the SOS cards are the potency. The more stars... The stronger the gag. The maximum number of stars that you should be able to receive is five.
