Are you or have you been one of the developers? If not, then even if you are correct, you cannot say for certain that it was designed a certain way for a certain reason. What I suggested was an alternate possibility to consider.
If someone signs on and leaves it jumping for hours or days, then that's their bandwidth and cpu they are using up as well. I go hopping for beans myself, but only on a couple of occassions have I left it like that for a few hours (this was after short periods of time resulted in little or no results).
The way I see it, there are really only a few simple alternatives.
1) If Disney intends for people to sign off while away, design the game to disable the non-stop jumping if the person is jumping for more than 5 minutes (to start non-stop jumping again, you have to stop jumping for just a few seconds, sort of like a reset). They'd also have to make it so that swimming is not considered being active unless there is movement beyond a certain distance. (Read below for comments on swimming)
2) Some key players are the main jumpers, and different people TP to them to get into the district when they want to go there. There are many obvious problems with this idea though.
3) Assign somewhere else to be the "beanfest" location. Either another district or another playground (or both). Setting aside a currently "dead" district as the beanfest district, and moving it to say, GSW, would serve a few obvious benefits, one of which being that 'new toons' could easily benefit from it too (learning to be generous would be a hopeful result too). This would keep the main playgrounds empty so there's less lag if someone is just trying to get in and out to do their tasks. (It wouldn't have to be GSW, I was just using that as an example, other ideas are highly welcomed).
4) Disney allow people the option to return to their last active district. A few obvious problems in that too.
5) Disney not allow people to TP to busy districts, not even to a friend. Obvious problems there.
6) Disney put forth effort to 'combine' districts. Basically, having a few different servers running the same district, but sharing the load and communicating with one 'master' server that would keep things intact for the district. Many problems with this idea though.
7) See #3. With that, have at least 3 "invasion" districts. If people want to go where the invasions are, and there are more districts with them, then the load would spread out some. I had made a thread about having a couple of districts for 'special' invasions.
Click here If it were to be split amount 3 or more districts, all the Nutty districts could be the "invasion" districts, so it's simple to remember.
#1: You have to wonder why the developers would make swimming a way to bypass the timeout. If you are swimming but staying in one spot (ie, not moving), then that's the same thing really as being on solid ground and not jumping or doing anything else. It makes one wonder if Disney did it intending for it to be a 'hidden trick' to staying connected. Just a thought, so come to your own conclusions.
