Since a lot of ppl. are talking about what happens with toons on canceled Accounts (and since i'm thinking about cancelling my Account too) i asked Disney about it... here is the response:

Dear Toontown Guest,

We have not yet decided what our policy on deleting expired subscribed
accounts will be, but you can expect them to be left alone waiting to be
activated for several months past expiration at least.
