As far as I can tell, the top district was reset about 3 times. I was in Test Valley and everything was fine. Noticed that 0 players were in Test Town. I played a bit and logged off.
Noticed that it was down for maintenance. Maybe your son and other 21 players are in Test Valley and as long as they don't log off they can play.
