Well, Disney isn't lazy for one matter. They would go through complicated codes to make Toontown more interesting. I'm not sure if they trading cards are very accurate, but I don't have any so I can't make sure. It could be outdated, or Disney could have updated the game. It's pretty hard to understand if Disney put 182/200 for the "Hit Points" of a Level 12 cog.
