Fishing is so far only on test. There are many bugs that must be worked out as they keep introducing each group of fish and new fishing rods. They've finally managed to get most of the bugs out of the ponds on the different playgrounds and streets, but there are still a few minor details that should be made before these go over to open.
You should check the test section of this forum, if you wish to learn more about the fishing in advance.
