I'm not sure exactly when they changed it but I have noticed the upgrade in Cog levels for a couple of days now.

I almost went sad in the paint
and used up all my tu and cakes and such. So finally 2 SOS cards and MY Toons of The World-GAg-up later, Toonacious D' and I beat the foreman. Sheesh that was tough but a thrill to make it through!
