Out of the 5 offensive gags, drop is the only one that guarantees that the
cog has
a chance to avoid being hit. This is what makes drop seem so difficult
for so many toons. They don't like not having the assurance that their gag will
hit. On the other hand, all the other gags will hit
100% of the time when the
cogs are
lured first. So yea, you can buy boatloads of L2 gags provided that
a) you have a partner or two willing to help, and b) you bring along enough
support gags (toonup and lure).
Furthermore, and no I don't have any hard numbers to back my claim, but
from my observations from using my Gag Camp strategy over time, a gag's
accuracy
increases significantly after being mastered.
Edit: as far as Drop Camp goes, all I can say is it works. Once a gag is
mastered it does seem to be more accurate. I'll use my L3-L5 drop gags on
the lesser floors and save 10-12 Sandbags for the top floor. Depending on the
cog levels in the building, I can pull 135-150 points in a 4-story building on
average.
