If you are talking about toons in Minnie's that don't have toon up yet, you are not offered Toon Up again until you get to Minnie's. The Dock is either drop or lure. So toons in Minnie's that took sound in TTC *can't* have toon up yet, maybe they are training for it. Many toons on test take sound in TTC because there is not very many people on to toon up, where sound can be used by itself and trained by yourself. So if they decide to go that round, they can't carry toonup until they are in the Brrgh (trained for it in Minnie's).
If you are talking about toons in the Brrgh - well that is a whole different matter.
I'm not sure I can explain why someone would not pick toon up while in Minnie's - it's not something I would do, but maybe someone who picked TU in the Brrgh or not at all could explain their reasoning for you. There is the fact that most toons carry toonup, so one of four without is not a big deal. But often I wind up with just one friend in a buildings and would hate to be stuck without a way to toon them up.
