To put it in a window...
1. Close Toontown and Internet Explorer if it's running
2. Start -> Programs -> MS-DOS Prompt (win98/ME/2K) Or:
Start -> All Programs -> Command Prompt (WinXP) Or:
Start -> Programs -> Command Prompt (WinNT4)
3. Type "cd c:\progra~1\disney\disney~1\toontown" (without quotes), press enter
4. Type "configrc -windowed -save" (without quotes), press enter
As for making friends with HQ officers...I think the devs are playing with that, my son has gotten their stats, and got the message that they have too many friends, it seems to come and go.
