I think it's a better idea that they cant max the 3 gag tracks, but I think they should have been restricted to TTC!
The other day when I was on in Donalds Dock, there were loads of 'None Member' toons who were getting people stuck on the Trolley-really mean I think!!

Free accounts can only ride the trolley in TTC, although they can go to any area in TT, they can not open any doors or get in any elevators outside of TTC. Also, they have a limit of 1999 gag points, so if they were not previously a paying member they can not get 5th level gags.
The only reason I mention this is because I feel free members are being accused of griefing, when the majority of examples I have seen had to have been paid members since the events occured outside of TTC.
