The way you tell the difference is in the exclamation point. Well, actually, both have it, so it would be hard to tell when whispering, only when you can show your emotions with it. Otherwise, yeah, I never use it myself.
I was also referring to greeting toons in elevators, and on the streets, not just your friends. Most of the posters seem to be mentioning only their friends. I always use "Hi everybody!" when greeting toons in elevators, and then "Hello!" when whispering to my friends or other times.
