Heres toontowns fix for the lag. It clearly states what can happen in a full district. It can slow down game performance and if you click yes then there's no real complaint from you the toon that went there. TT is pretty much saying
Enter at your own risk, but we warned you. That was the perfect fix. A disclaimer to get you guys to quit complaining to them about the lag .
