Basically, you can just post a thread including all the details you think you can provide, about your clan. Hopefully people will start to join and you get a clan.
If it has a good purpose, enough people, and a good leader, it can get it's own subforum and become a "real" TTC clan. (CCG, TTRH, TCB, etc.) That's when you get the 'Clan Leader' rank and the green colored name.

You can join many clans. We've got tons of clans in this forum, and 6-7 "official" clan subforums you can join. Most of them consist of cog battles and laff point help. Others can include more or less.
Overall, you have two choices. If you feel you have enough time to run a clan, feel free to make one. If you think you'd just like to join one, we've got plenty.
