My friend got Devil Ray in TTC pond. The rod size in the guide only tells you the minimum rod that you can catch a fish with. Devil Ray with a twig but Bull Dog you have to have a gold rod for it.
There are 38 fish that can be caught with the twig rod, 3 of those are Ultra-Rares, the devil-ray, all-star and concord grape. Many people don't even get these until they have the gold rod because they are hard to get. If you could only catch with that rod there would be many upset people because they wouldn't probably even get to the 60 fish because they upgraded to next rod before getting all they could on a rod.
