Think of how you like to play.
I, for one, don't like to wait for people. I can solo buildings and the factory pretty easily with lure. If I didn't have lure, it would be much more difficult to do those things.
Some people will bother you about not having toonup. If you have friends in the game that you play with a lot, it won't matter if you don't have toonup.
It is a difficult decision for sure. If I were in your shoes, knowing what I know now, I would pick lure and just get a really good doodle in DDL when I could afford one.
