What I usually do, was to buy those small round rugs. I'd place one down in the gray. I'd jump off of it, and go into the gray. Then I would go into move furniture mode and add a rug. It will appear to be a step higher then the previous. Keep doing so, and then you'll finally have a flight of steps going up very high.
